Abstract

The increasing incidence of child grooming in Indonesia, with 247 cases recorded during the first semester of 2026 based on the SIMPONI PPA database, demonstrates the growing urgency of strengthening child protection, while Indonesian positive law has not yet explicitly recognized child grooming as a distinct criminal offense. This study aims to analyze the role of the Office of Population Control, Family Planning, Women's Empowerment, and Child Protection (PPKBP3A) of South Bengkulu Regency in protecting child victims of child grooming, identify the supporting and inhibiting factors affecting the implementation of its role, and examine its implementation from the perspective of Siyasah Tanfidziyyah. This study employed a qualitative method with an empirical-juridical approach. Data were collected through interviews, observation, and documentation, and analyzed using data reduction, data display, and conclusion drawing. The findings reveal that the PPKBP3A Office has implemented its child protection mandate through seven principal functions, namely complaint reception, prevention and public awareness, assessment and case outreach, victim assistance, legal assistance, cross-sectoral coordination, and victim recovery. Nevertheless, the implementation remains predominantly reactive, emphasizing case handling and rehabilitation rather than preventive measures. Major constraints include limited capacity in digital evidence handling and legal assistance, staff rotation affecting the continuity of victim support, persistent social stigma toward victims, and the absence of a structured post-recovery monitoring system. From the perspective of Siyasah Tanfidziyyah, the implementation reflects the principles of amanah (public trust), while the principles of sadd al-dharī'ah, mas'uliyyah (government responsibility), and maslahah require further strengthening, particularly in preventive policies. Therefore, a more comprehensive, preventive, and sustainable child protection system is necessary to effectively address child grooming and ensure the fulfillment of children's rights.
